Is it possible to create a dblink for another database which is present in the same server as the source?

DB link is to connect from one database to another database. It does not matter if it is same or different server.

Not accurate. You can make a db link to connect to another schema in the same database.

Obviously you can. But you never need to use.You would not use a telephone to call your colleague sitting next to your desk.
