ORA-01019: unable to allocate memory in the user side
*Cause: The user side memory allocator returned error.
*Action: Increase the processes heap size or switch to the old set of calls.

As this is windows, then increase your RAM or decrease the SGA/PGA parameters.
Also XE allows only a limited amount of 1GB memory.

Michel

1/ Increase RAM: go to shop and buy chipset
2/ Parameters: connect / as sysdba and execute
show paramater sga
show parameter pga

I advise you to watch Stephane Faroult's YouTube videos named "Oracle DBA Lite: an introduction to Oracle" (parts 1 to 7); they are based on Oracle XE.
