OracleDBConsole service gives the below error message when starting.

"Windows could not start the OracleDBConsoleoracl on Local Computer. For more information, review the System Event Log. If this is a non-Microsoft service, contact the service vendor, and refer to service-specific error code 2."

I made a copy of the folder "OC4J_DBConsole_localhost_oracl" which is in the location D:\app\Ganesh\product\11.1.0\db_1\oc4j\j2ee and resolved it.

But now the Oracle SQL Developer is not get connected. I received the below message

"The Network Adapter could not establish the connection"

Solution please.

post COPY & PASTE proof showing SQL*Net connection succeeds

>(DESCRIPTION=(ADDRESS=(PROTOCOL=tcp)(HOST=127.0.0.1)(PORT=1521)))
no remote client can ever connect to listener/DB
