11.2 introduces instance caging, where setting cpu_count to less than the number on the box restricts the CPU usage of an instance to the number of CPUs specified:

It really does seem to work in my tests: you can guarantee that one very busy instance will not impact badly on another instance running on the same box. The parameter has been around for years, and the description is the same in both 11.1 and 11.2:

The production systems are still on 11.1, and the 11.1 docs do not explicitly mention instance caging. Does anyone know if instance caging works with 11.1? I find it very difficult to test anything to do with the resource manager and get consistent results, and I'm nervous about trying it. I've known it do some strange things. So I'll appreciate any advice.

Instance caging is only available in 11.2 EE and I should say 11.2.0.2 given the bugs that impact it in 11.2.0.1.

Dears

suppose , I have a server cpu_count= 32 ,
i want to use cpu_count= 16 with this Instance caging method for my oracle database instance.

so, now how to calculate for oracle database licensing cost ?

Is it based on 32 or 16 ?

I think it is 16 but you have to ask your Oracle contact to have an official answer which is the only one that matters.
