How can I craete custom web screen on E-business suite?
To which responsibility do I go?
Can anyone help me in this?

Hope you are asking about Oracle Applications Framework (OAF).
Even I'm not an expert on that, check this helps you or not.
1. You need to create the Files (xml, java, etc).
2. Place them in server.
3. Create a Function using Application Developer responsibility.
4. Attach that to whichever menu you want to.
