Is there a way to identfy who is accessing a given table?

for example i have an employee table in my database, i need to find who are the users that access this table, what are the applications that access this table...are there any dblinks to access data in and out of this table...

How do i do it?

This is meaningless a db link does not access a table.

As BlackSwan said, AUDIT is made for this.

Yep .. agreed .. DBLink is smething I shouldnt have mentioned here.
