Any suggestions on what setting or what to do to get the blank line statements to insert?

This SHOULD work:

insert into test
values
(
'To a Mouse, On Turning her up in her Nest with the Plough
Wee, sleekit, cow''rin'', tim''rous beastie,

O what a panic''s in thy breastie!
Thou need na start awa sae hasty,
Wi'' bickering brattle!
I wad be laith to rin an'' chase thee
Wi'' murd''ring pattle!...')
/

SP2-0734: unknown command beginning "O what a p..." - rest of line ignored.
SP2-0734: unknown command beginning "Thou need ..." - rest of line ignored.
SP2-0734: unknown command beginning "Wi'' bicke..." - rest of line ignored.
SP2-0734: unknown command beginning "Wi'' murd'..." - rest of line ignored.

Are you running it in SQL*Plus?

Then try setting

set sqlblanklines on

at the top of the script.

SQL*Plus does not like blank lines. Sad

You can workaround this with:
SET SQLBLANKLINES ON
