If you've got a locking issue this isn't going to fix it at all.
Locks aren't really held by users, they're held by sessions. If the same oracle user starts two different database sessions he can do stuff in one that will cause the other to wait on locks.

Whats your Question?

Do you have any problem ?
Or you Just want to know the benefits of database users and data users?

it depends on the situations and the requirement.

Like I said before this approach isn't going to fix any locking issues. In order for us to be able to help you with this you're going to have to give us a lot more information. like the code that's causing the locks.

describe your locking problem. What happens? What is the typical sequence of events that leads to your lock situation?

Having 500 users is not a problem. we have over 40000 users with no issues. What exactly is being locked? What action is causing the lock?
