The short answer is "NO".
You also need to consider the Read Consistent view that Oracle maintains.

DBMS_JOBS and multi-processing.
Multiple readers and writers (multi-threading on the DB level).
PRAGMA AUTONOMOUS TRANSACTION.
PL/SQL was not designed as a "super complex flexible language with built-in multi-threading" - try googling for JAVA tutorials. You might run JAVA instead PL/SQL by the way - some aspects might be way faster than PL/SQL. And yes - you might run this on the DB server side.
You should probably define your goal or particular problem - then you might get better discussion here.
