We previous had oracle 10g on sun solaris v890(Sun fire) and we had more that 100 users connected and we had no performance issues. We recently changed the environment to windows 2003 on dell poweredge rack mount server. When same number of users are connected now we are facing a big decrease in performace.Even for saving two line items in transaction its taking too much time.We did also analyzed table.Still its the same.

Use standard Oracle and Windows tools to investigate performances.
For Oracle read:
OraFAQ Forum Guide, Performance Tuning section
Performances Tuning sticky
Database Performance Tuning Guide

No, it depends on what is the cause of the problem and you can only determine the cause by applying the monitoring/advisor tools.
Search for "AWR report" or "ASH report" if you purchased them, otherwise search for "statspack report" (see sp*.* in your ORACLE_HOME/rdbms/admin directory).

Regards
Michel
