how can we page break in pl/sql other than using "set pagesize" .i.e by using any of the dbms packages.....?

Page break doesn't mean anything in PL/SQL - it's not really a language for displaying things.
Maybe you should explain the problem you're trying to solve in more detail.

To add,
Oracle will just generate a text file.
Different tools in different OS might need a specific page break
character.
You can try your luck with UTL_FILE and chr(12).
Before getting further, I would first address this.
