We are looking at migrating from a Windows OS to Linux. I was wondering if you can apply archive logs from the database on the Windows OS to the database on the Linux OS. Thanks in advance.

No you can't do it
You can transport your database from Linux to Windows using "Transportable Tablespace" feature of RMAN
