Trust the error message. Oracle is too dumb to lie.

Has this ever worked, or is this a fresh install that never worked?

If the full message is "The specified module could not be loaded", then it could be a i386/x64 conflict, if the full message is "The specified module could not be found", then it still looks like a permission / path problem.

Can't you post the really complete error message?

From what I have learned, ODM seems to be Oracle Disk Manager; what ever that may be.
I am not going spend more time chasing this ghost.

You are reporting Oracle was working, until it stopped working.
OK.
What changed between when it was working & when it stopped working?

Then look in the alert.log for the complete error. Or try to start the database from the command line to get the complete error.
