Need to change Index tablespace from existing tablespace to new one?
Do i need to rebuild the index to accomplish this?
(using- Alter index <index-name> rebuild tablespace <index-tablespace>;)
Or is there any other option?

Isn't moving from one tablespace to another one rebuilding?
No there is no other way.

You could use a transportabvle Tablespace export /import to move all the datafiles in the Tablespace into another tablespace.
