One could also use DBMS_ALERT to send events between clients.

Bus since you would have to write a "chat client" software anyway, then you could also use a protocol better suited to on-line text chat than SQL*Net.

2) Think of a tool/language unfit for building it
3) Post a request to forums asking others to write it
