I have created two tables.
this table has following fields
here cup no is primary key
------ --------------------
     1 lily
     2 jasmine
     3 rose
     4 sunflower

this table has following fields
here cupboardno is a foreign key
AUTHOR                         CUPBOARDNO    SHELFNO
------------------------------ ---------- ----------
Ivan Bayross                            1          1
djfhhdfhjh                              1          2
hfdhfdh                                 2          3
hjdhfhdfdf                              3          4

here i give the value of cupboardno at runtime 1
it display shelfno 1,2

Post a working Test case: create table and insert statements along with the result you want with these data.
Use SQL*Plus and copy and paste what you already tried.
Also always post your Oracle version with 4 decimals.
