Dear all,
I have application server on host mgbilap1.co.in
I have database server on host mgbilldb1.co.in

when I execute a stored procedure on the database server and ceate a file to specific directoty
on host mgbilldb1.co.in with the help of utl file concept, then I am able to create the file.

but I want to create file on the application server on host mgbilap1.co.in with the help of stored procedure
through database server then how can I do ,please guide me.

You can't unless you mount a file system on the db server.
