PARTITION_HISTORIC

I had the above monthly partitions to my table, The last partition with the date is P_R_01242009.
All the date after Jan/Feb 2009 is going to the PARTITION_LAST partition, since there were no partitions created/available for Feb to May 2009.

Can I create the missing partitions now (like for 02242009,03242009,04242009,05242009)?
Is it good idea to create partitions for the old data, If so how to distribute the data from PATITION_LAST to 02242009,03242009,04242009,05242009?
Will there be any side effects if I create missing partitions now?

Thanks
