My problem is conversion of number field to date format is not working. so please help me.

select to_CHAR(to_date (to_char(numbertime),'MM/DD/YYYY'),'MM/DD/YYYY') from xyz;

First: please use code tags instead of colouring.

About your problem: Do this in steps. Start from the inside out, and you will soon enough find where you go wrong.

What is datatype of numbertime?
Why are you converting data into char, then date and again char?
