Hello!

Can you tell me the exact use, how can i make a function or procedure to call an sms notifying aplication php with http get with utl_http?

url is: www.something.hu/smssending.php?text=hello&msisdn=18005555

Convert your php code to a PL/SQL one.
And post it if you have any problem (of course if the problem is PL/SQL one not HTTP one).
Did you search of anyone already did it? I bet you can find it with Google.
