i have 2 fields (term_code ,log_number), i'm trying to write code for LOV in the log number feild that when term code is empty ...showing me all the term_code records.how can i do that !! thank you for your help.

What do you want to display when TERM_CODE is not empty?

In the meantime, here's a lucky guess:
SELECT t.col_1, t.col_2, ...
FROM your_table t
WHERE t.term_code = NVL(:block.term_code, t.term_code)
