What did the 'colorpicker' return to your form?

Look at the 'set_item_instance_property' command and you will see that you have to have a 'visual_attribute' defined in the form before you can apply it to an item.

Googling 'SET_CUSTOM_ITEM_PROPERTY' returned http://www.oracle.com/technology/products/forms/pdf/269054.pdf plus many others. Does this help?
