Don't use iSQL*Plus, it is obsolete, use genuine SQL*Plus.

Using Apex may be the closest you can come if you don't want to use iSQL plus. As far as I know, browser based interface is still better than sqlplus for handling special characters. Browsers have rich characterset support by defualt. I haven't evaluated special character capability in 10g / 11g sqlplus - maybe it's improved...
