how to get latest row if the two or more rows have the same Id

Eg:

ID item_NAME Batch Price
1 soap 12121 5.50
1 soap 23432 5.25

If there's no column to explicitly define the order in which they were inserted (like a sequence populated value, or a date/time) then you can't.
