Dear I am writing a query. I wrote follwing it is possible.
SUM
            ((MAX (tot_act_otm) OVER (PARTITION BY dwg_atn.emp_cod))
            ) OVER (PARTITION BY unt_cod, dpt_cod) unt_dpt_wis_tot_act_otm,


It is possible. Error is window function not allowed here.

Put the MAX analytic function into the newly introduced subquery.
