New to database development - I want to develop a portable, fexible and efficient access layer to a database. I was thinking of Stored Procedures in packages - how portable are they, do other vendors use PL/SQL or a variant ?

Every database vendor has its own procedural language for interaction with the database (Oracle - PL/SQL, Microsoft - TSQL, etc.). Each is proprietary and completely incompatible, so good luck with being portable...
