Are you referring to running jobs from Oracle Enterprise Manager, or submitting jobs using the package DBMS_JOB?

If OEM, you need to have the DBSNMP Listener running on the server. If the files you mentioned do not exist, they are auto-created by the DBSNMP listener. Also, after you use the OEM console to "discover" that listener you must click on File > Preferences and complete all info on that form. This is because OEM needs to know the user name and password of the UNIX or NT user who will run the jobs (i.e., generally the oracle user account on UNIX.)
