where should $ORACLE_HOME point? to location of oracle database or to location of oracle developer suite?

Oracle Database
/usr/lib/oracle/xe/app/oracle/product/10.2.0/server/bin/oracle_env.sh

Oracle Developer Suite
/home/tom/OraHome_1/bin/oraenv

It depends on what you want to do.
For a client, to the location of client installation.

i first run

/usr/lib/oracle/xe/app/oracle/product/10.2.0/server/bin/oracle_env.sh
it sets ORACLE_HOME to /usr/lib/oracle/xe and database works OK.

when i run frmbld.sh it sets ORACLE_HOME to /home/tom/OraHome_1 and cannot connect to database listener (TNS_ADMIN=/home/tom/OraHome_1/network/admin)

how manage to work database and oracle developer suite on same host?

problem is because /home/tom/OraHome_1/bin/oraenv change ORACLE_HOME to /home/tom/OraHome_1 and TNS_ADMIN so on changes to

TNS_ADMIN=/home/tom/OraHome_1/network/admin

on which values env variables must be to work either database and oracle developer suite?
