I want to run two or more procedures simutaneously on an adhoc basis. Is this possible within PL/SQL? Can I use the dbms_jobs to do this?

Yes, but maybe you should rather use the newer DBMS_SCHEDULER package.

If you want to synchronize processings then use DBMS_ALERT.
