I have a requirement for a tool to verify a SQL statement
submitted to a production environment before the statement
is executed.

to verify mean to disallow special sql commands like DROP or TRUNCATE or just allow special sql commands like UPDATE or INSERT

the goal is to create a web interface for upgrading the sql
data or the database-layout for users with no write permission.

What is your question?

Are you asking for advice on how to create such a thing?

Check out DBMS_SQL. You can write your own procedure to parse a query to figure out the simple things you have said. Indeed, I think the documentation has a working example that does 95% of the work you want; assuming this is what you want.

If you don't want some users to do some things just don't grant them the privilege to do it.
