I am new to oracle , can any one explain why we write some words after insert in comments follow by + sign.

They are called Hints.
They affect how the optimiser decides which execution plan to use.
If you are new to Oracle, that is all you should know about them.
They fall strictly into the 'You need to know what you're doing before you start playing with these' section of the documentation.
