u need not declare cursor variable like 'c1' but u should see that it will not conflict with other variables declared.
after declare
cursor c is select * from emp where empid=EmpID;
begin
.........
but since in ur procedure u r giving empid=EmpID
there is no need for loop as fetch statement returns only one record
