SQL> create materialized view mv_tab
  2  TABLESPACE test_mv
  3  REFRESH FAST on commit
  4  WITH rowid
  5  As select a,b
  6  c,d
  7  from tab_test@db11 where upper(IS_TEST)='Y';
from tab_test@db11 where upper(IS_TEST)='Y'
                                       *
ERROR at line 7:
ORA-12054: cannot set the ON COMMIT refresh attribute for the materialized view


My demand is to refresh materialized view after commit on network link. How can I achieve?

You can't refresh a materialized view ON COMMIT when it selects across a dblink. Your database doesn't know about commits taking place in the remote database!
