Good day,
I would like to know, what are the build in function we can not use in PL/SQL black whereas we can use those in SQL.

I know only one. 

DECODE.

Can you please tell me, is there any other functions.

Grouping and analytic functions.
NVL2

But what about checking yourself all SQL functions and tell us the answer?
