I have to migrate our Version 9 Oracle Databases to version 10g and we would like to know if:

1) I can recompile current version's forms, which are written using Developer version 6 - No GUI interface, with the new Developer Can I expect those forms to be browser compliant or should I rewrite them from scratch?

2) it is strictly necessary to acquire a knowledge of PHP language to develop forms in the new environment?

No. You do NOT need to have any knowledge of PDP, http, https, XML, Java, or any other not Oracle product.
