Which table/view need to be queried to get the procedure last executed?

Not available by default in Oracle.

You'd need to add logging code to the procedures

I stand corrected.

To summarise rajatratewal's link, in a database set up for auditing, you can issue the command
AUDIT EXECUTE ON <object_name> BY ACCESS
and the resulting audit records will tel you (among other things, who executed the code, and when.
