Please i need you to assist me with enabling my oracle DB instance to allow me use the UTL.FILE Package ASAP. what do i need to set or configure.

Nothing is needed, it is by default (if standard installation).

you just need to create a DIRECTORY and grants some privs (logged in as SYS)
