Application user:bobipuser.

Materialized view can't be refreshed, but I can drop and recreate it.
Contents of alert log.

application user Bobipuser as alter any materialized view priv granted.
Privileges on procedure are granted directly not via role.
Still this issue.

Posting guidelines

Practice
