I get the FRM 40350 error,when i query a certain query only and the correct record is displayed but it still displays this error that no record found.
I tried supressing the message but then it supressed all the useful one also with
supress.message_level:=25
Could you tell me what the reason is,or how to supress that message particularly.

Is there, perhaps, another block (which is "empty" after executing a query and responsible for this message)?

If you want to suppress this message, create a form-level ON-ERROR trigger which would look like this:
if err_type = 'FRM' and err_code = '40350' then
   null;
end if;

there is case like that where one of the blocks are empty,but it doesnt show for that record,and that code didnt work from PRE-FORM trigger
where else can i try it ?

as a matter of fact I have 3 blocks on my form,if one is filled and the rest are empty then 'There are no records' pops up as a message
Otherwise if 2 or more blocks are filled then it only shows in the below bar.

I was bale to solve my problem,there was a execute_query that i could make do without,which i iremoved and that seemed to solve the problem.
