What I'm trying to is -> We are in the midst of implementing a third party recruitment system and we are required to transfer the applicants data back to our Oracle Recruitment System. The third party recruitment system will generate the data in csv/text format. So I have two main tasks here.

One is finding the solution how to read the text/csv files (So, my fidning is use UTL)
Second, study the API in order to load the data into the tables.

My problem now is:
1.) I want to check if the file is existed, then only open an read the file content.
I have read through below UTL's package:

But there has no such function, pls advise.

How is it you are using V8, not supported this century?
What you desire is easily done via via PERL & DBI/DBD
