While writing trigger on trans (table name) for before insert or update or delete
i called two procedures to fire.

one of the line in the procedure (first_procedure) executes

trans.amount := trans.qty * trans.unit_rate;

in another procedure (second_procedure) , i am using this trans.amount to update another master file.

so long first_procedure executed before second_procedure,
no problem arises. calling the procedure is also written
on order as

My subordinate says, nowadays the invoking second procedure
need not wait for first_procedure. Parallaly runs. Hence
you must pass some parameters with values to second_procedure
to control the events.

is it true?

This is wrong.
Procedures are called sequentially as you wrote them.
