I assume you're talking about Global Temporary Tables.

There's no difference I know about.

What makes you think there is a difference?

We had one application that had a performance issue with a SQL using temp tables. It was tuned with an Oracle hint.
Wanted to know if oracle handles temp tables differently in 10g

Thanks for the update.

And what is that hint ? Did you compare the plan between Oracle 9 and Oracle 10g. Infact, this is one of the reason why oracle doesn't recommend to use hints in a production code apart from the most obvious one like append. Because they can change between releases and the optimiser is getting fine tuned in every single release and it is getting more cleverer.

P.S : Append hint has been changed in the oracle 11g. Until oracle 10g append hint has no effect while using the values clause in the insert statement (oracle will ignore the hint), but from Oracle 11g onwards it will opt for a direct path insert. So this is one example where it can change.
