Wondering if this is fixable.

I have a sql statement that in the where clause I would like to use the parameter given by the user, which can contain up to 3 values

Select * from table_1 where location IN :P_location;

example values (21, 25, 32)or 25 or 32
When I run the query it says invalid number when I use more than one value, any suggestions on how to do this?

EXECUTE IMMEDIATE which does NOT scale when (ab)used
