In a form there are few fields which I don't want to enter for every new record, this field should retain their previous values unless it is changed.
( say item1, item2....item20. Item1 to Item10 should retain the same values of previous record. while Item11 to Item20 should get clear for every new record).

If i use duplicate_record in when new record instance then it will retain all the values of previous record in all items.

Can anyone please help me to implement this ??

Duplicate record and delete values of all items that should not be repeated, one by one.

Or, in the 'when_new_record_instance' only populate the new fields that you want to contain the old information. This will stop the 'when_validate_item' triggers on the 'unwanted' fields from firing.
