Anybody help me. I have one procedure from another database, can I call it from over database link ?.

Most often, yes, but there are exceptions (LOB, REF CURSOR...)

For instance:
SQL> create or replace function f return number is begin return 0; end;
  2  /

Function created.

SQL> select f@mika from dual;
         F
----------
         0

1 row selected.

SQL> create procedure p (p_in number, p_out out number) is begin p_out := 2 * p_in; end;
  2  /

Procedure created.

SQL> var val number;
SQL> exec p@mika(10,:val);

PL/SQL procedure successfully completed.

SQL> print val
       VAL
----------
        20
