I am a bit confused as to what user_users and dba_users actually hold. For example if I am logged in on SQL Plus as SYSTEM and create a user say 'fred' this name will appear in the list of dba_users but not in the user_users - is fred really a dba ?

I don't think that the new user you have created is having dba roles. If you create any user that is visible from dba_users view. The user_users view have the connected user details only. I mean to say if you connected with New user, you can see the new user details in user_users view.
