my question is this which database and developer would be suitable for PDA devices like MC-3000 wireless barcode scanner

Barcode scanner does what its name says - scans barcodes. It is just another input device (you may think about it as a keyboard with reading capabilities so that you wouldn't have to type all these numbers).
So, it doesn't really matter which database and Developer Suite you use to code your application. You may scan barcodes into Notepad if you wish.

its name IS MC-3000 wireless Barcode Scanner Without any cable
in this device operating system is running its called
"WINDOWS CE" and its scaning barcodes. I Saw this device one of my friend hei is using barcode application in this device which is in "VISUAL BASIC" but i want to develope my application in oracle. I am also attaching the device picture Pls download
and suggest me what to do which oracle database & developer will be suitable for these kind of devices

As this device sues MS Windows CE, one way would be installing Oracle Lite on PDA and write the application using Visual Basic (no, you can not install and run Oracle Forms on this PDA (as far as I can tell)). Scanned barcodes will be stored into an Oracle Lite table. The simplest way to synchronize data between PDA and your "main" Oracle database is probably Active Sync.
