I do not understand the question. TAR (= Service Request) is the part of service Oracle provides to customers, registered at https://metalink.oracle.com/. You will find more info on that site.
But, as it does not have strong relationship with "Application Express & MOD_PLSQL" (name of this forum), it may be something totally different.
