Dear,

i have a SCHEDULER Program but he doesn't make the required job
is it any way to check is it working on the its desired time or not? and if run can i log what it done or affect (i.e. follow up its success or failure) .

Why do you think it is a PL/SQL Expert question?

Look into
DBA_SCHEDULER_JOBS

DBA_SCHEDULER_RUNNING_JOBS
when jobs running

success or failure of a job would show up in

DBA_SCHEDULER_JOB_RUN_DETAILS
DBA_SCHEDULER_JOB_LOG
